How Do You Get Someone Fired?

There is this guy at work in his 40s. Because he did a lot of drugs in the past, his brain is pretty fried. He says very unprofessional things to customers all the time, asking questions that are none of his buisiness. He doesn’t even do his job and walks at an old lady pace all the time. He is incapable of even the simplest of tasks. He stands around most of the time just watching other people work. People are nice to him because they can tell he is pretty much a self made retard. The only reason he got hired in the first place is because of Axcess (or something) it’s like a vocational rehab thing. He clearly has no future in his career and he needs to go. Even if he is somewhat protected by this “Give stupid brain fried druggies jobs” program, is there something I can do to make management see that he needs to go? Oh yeah, and he smokes in the bathroom which is very much against company policy.
